City Council Work Session Minutes- Closed Meeting
Tuesday, September 8, 2026
The City Council met in a work session on Tuesday, September 8, 2026, at
Farmington City Hall, 430 Third Street, Farmington, Minnesota.
1. CALL TO ORDER
Acting Mayor Cordes called the meeting to order at 4:00pm.
2. ROLL CALL
Members Present: Acting Mayor Cordes
Councilmembers Holly Bernatz,
Steve Wilson and Phil Windschitl
Members Late: Mayor Lien – arrived at 4:05 pm
Members Absent: None
Staff Present: Lynn Gorski, City Administrator
David Chanski, Assistant City Administrator
Samantha Hazelrigg, Human Resources Manager
Others Present: Brandon Fitzsimmons, Labor Attorney,
Flaherty & Hood P.A.
Pat Wamser, Compensation Director, MRA
3. APPROVE AGENDA
Motion was made by Councilmember Wilson and seconded by
Councilmember Bernatz to approve the agenda, as presented.
Motion carried: 4 ayes / 0 nays
4. DISCUSSION ITEMS
4.1 Closed Session for Labor Negotiations Strategy Under Minnesota
Statutes, Section 13D.03, Subdivision 1, Clause (b)
Motion was made by Councilmember Bernatz and seconded by
Councilmember Windschitl to close the City Council Work Session
