MINUTES
WATER BOARD REGULAR MEETING
Wednesday, December 22, 2004
7:00 PM
1.
The meeting was called to order at 7:00 PM
Members Present: Jensen, Krueger, Shirley
Staff Present: City Engineer Mann, Public Works Supervisor Weierke, Public Works
Administrative Assistant Larson
Others Present: Jim Plahn, BadgerMeter, Inc., Brian Jandahl, Hydro Metering Technology
The agenda was approved with the deletion of#8.

Motion by Krueger to approve the November 22,2004 minutes, seconded by Jensen. Voting in
favor, Krueger and Jensen. Shirley abstained. Motion passed.
4.
New Business
a) Hydro Metering Technology Presentation: Brian Jandahl of Hydro Metering Technology
and Jim Plahn of BadgerMeter, Inc. presented information regarding new technology in meter
reading. There is a new system that broadcast reads meters every four seconds. It could be
phased in with the current system. The Board would like to review this information again at
the January meeting after consultation with the Finance Director and the M.I.S. Director.
5.
Continued Discussion Items
a) Adopt Draft Emergency Response Plan. City Engineer Mann reviewed the Draft
Emergency Response Plan with the Board. Motion by Shirley, second by Jensen to approve
and adopt the Emergency Response Plan. APIF, motion passed.
b) Wellhead Protection Plan Update: A proposal for Part 2 of the Wellhead Protection Plan
was reviewed by the Board. A motion was made by Krueger and seconded by Jensen to
approve the proposal, with any changes causing a 10% or more difference in cost being
brought back to the Board for review. APIF, motion carried.
6. Motion by Krueger to approve the bills in the amount of$16,401.01. Second by Shirley. APIF,
motion carried.
7. Financial Report: The financial report was not available.
8. Open Forum:
a) T -Mobile: Ms. Kari Brown contacted City Engineer Mann and stated that T -mobile was
working on a counter-offer to the Water Board's counter-offer in November.
b) SE Area Pond & Trunk Utility Project: City Engineer Mann updated the Board about three
property owners that were having problems with their wells.
