MINUTES
WATER BOARD REGULAR MEETING
Monday, January 23, 2006
7:00 PM

The meeting was called to order at 7:00 PM
Members Present: Jeff Krueger, Tom Jensen
Member Absent: Robert Shirley
Staff Present: City Engineer Mann, Administrative Assistant Larson, Public Works
Supervisor Weierke
The agenda was approved.

A motion was made by Krueger and seconded by Jensen to approve the minutes of November
28,2005. APIF, motion passed.
4.
Water Use Restriction Appeals
a) 2nd Appeal Request: A resident recently requested to have a second appeal, after their first
appeal was denied earlier this year. The Board discussed the question of whether or not first
time appealers who were not able to appear for the meeting should be able to re-appeal. The
consensus was that the Board will consider reviewing appeals a second time if the property
owner appealing was unable to attend the meeting that the first appeal was reviewed at, and it
would be preferable if they requested a 2nd appeal by the next meeting. It was also determined
that once a penalty is certified, it will not be eligible for another appeal.

Continued Discussion Items
a) Well #8 Update: Engineer Mann gave an update on the status of the construction of Well #8.
He indicated that the contractor expects to get to the Prairie du Chien by the end of this week.
Staff is satisfied with the progress.
6. New Business
a) Engineer Mann gave an overview of the upcoming projects and what how they would impact
the Water Board.

. 195th Street Project
. Spruce Street Project
. Elm Street Project
Krueger requested an updated cash flow project spreadsheet. The Water Board agreed with staff
on the necessity ofthe projects reviewed. Member
7. Bills: Krueger made a motion to approve bills in the amount of $49,430.73. The motion was
seconded by Jensen. APIF, motion passed.

Financial Report - will be received quarterly.

a) Engineer Mann stated that the City had a Water Appropriation Permit for 800 million gallons
of water in 2005 but the actual amount pumped was 628 million. This indicates that the water
conservation plan in place is being effective.
b) Administrative Assistant Larson reminded the Board that the Farmington EXPO is at the High
School on Saturday, January 28 from 9am to noon. Also, that staff will be there with
promotional materials and information regarding water conservation along with a number of
other departments.
