Adjourn . . . . 1~4b CHAPTER FOUR WELLHEAD PROTECTION GOALS (4720.5240) The public water supply is considered to be highly vulnerable to contamination because there appears to be some likelihood that a substantial amount of recharge from the surface is occurring within a majority of the DWSMA area. The principal potential sources of contamination to the aquifer are other wells that reach or penetrate it, shallow disposal wells, and above-ground or underground storage tanks. Hazardous waste generators and non-point sources such as irrigated row crops and the storm water runoff are also a concern in the highly vulnerable portions of the DWSMAs. The overall goals are to a) prevent contamination of the aquifer and, b) manage the aquifer cooperatively to assure sustainable water supplies for all users. The public water supply system has enjoyed an abundant and safe water supply in the past and proposes, through the implementation ofthis WHP Plan, to further protect water quality and quantity. The WHP team identified the following goals to be achieved with the action items contained in this Plan: 1. Maintain water quality, which meets all state and federal standards. 2. Continue to supply sufficient water quantity for system users and emergency needs. 3. Increase general public awareness of groundwater issues and wellhead protection. . . . CHAPTER FIVE OBJECTIVES AND PLANS OF ACTION (4720.5250) I. OBJECTIVES Given the issues, problems, and opportunities discussed in Chapter Three and the goals stated in Chapter Four, the Wellhead Protection Planning Team would like to direct management efforts to the following areas to help prevent future contamination of the aquifer and increase awareness of groundwater protection: A. Public Education B. Inner Wellhead Management Zone C. Well Management D. Storage Tank Management E. Shallow Disposal Wells F. Septic Systems (ISTS) G. Row Crops H. Turf Management I. Public Education Objective A: Develop public support and understanding for the wellhead protection plan through the use of newsletters, the Consumer Confidence Report, and web pages. Action AI: Include information about wellhead protection and groundwater protection in the City newsletter. The updates must be completed by 2007. The SWPPP includes measures for public education and outreach, public involvement and participation, illicit discharge detection and elimination, construction site runoff control, post construction runoff control, and pollution prevention and good housekeeping. Additional measures will be added to comply with current MPCA permit requirements. Many of the SWPPP goals are shared with the WHP Plan. Currently implemented J. Hazardous Waste Objective J1: Educate the public about hazardous waste and household hazardous waste, and provide the public with services relating to household hazardous waste. Status: Use existing newsletter or website to encourage residents to bring unwanted household hazardous waste to the Dakota County Eco-Site collection facility.
