We spoke about a week ago in regards to a citation I received for watering on an odd day. I explained that I
had ~alled in on 7/10/06 about new sod that we had and that I needed to water on 7/11/06. The person that
I spoke with said that would be fine. I watered my grass on 7/11/06 based on the approval I received, and
then received a citation a few days later. I am writing to contest this citation, as I called prior to the watering
to get approval, which I got over the phone. I do not feel that I should have to pay this fine, just because
who ever J talked too failed too do their job and inform me of the correct procedures.

To Whom It May Concern.:
I received a ticket for unauthorized watering of my lawn on 6/29/06. This ticket was in
error, so I am writing to appeal.
My daughter, Josephine, was playing in the sprinkler. She was still wearing her
swimming suit and was soaking wet. She had run around to the back of our home when
the lady brought the ticket to us.
I had just left and my wife had just arrived. My wife wasn't aware that Josephine was
playing in the sprinkler, so she didn't protest the ticket when it was given to her as the
water was running. It wasn't until she saw Josephine in her in her swimsuit all wet that
she realized what had happened.
I'm not a rule breaker- and if I Was, I certainly wouldn't water my lawn on offhours in
the FRONT YARD in sight of everyone. I would appreciate voiding this ticket as it was
an honest error. I appreciate enforcement of this law, as it should be done. However, in
this event, we were not in violation of the law.

Dear Mr. Laube,
At the July 24,2006 City of Farmington's Water Board meeting, your request to waive the Water Use
Restrictions Administrative Citation was reviewed by the Water Board.
After careful consideration, the consensus of the Board at that meeting was to deny the request. The.
purpose of the restrictions is to ensure adequate water supply for the essential needs of the
community, to conserve a natural resource, and to fulfill requirements of the State of Minnesota.
On July 24 you indicated in a voicemail message that you may like to have the Board review your
appeal again in August because you were not able to make the July meeting. The next meeting is
August 28, 2006 at 7:00pm in Conference Room A at Farmington City Hall. Please contact me at

Dear City of Farmington,
I received a notice in the mail about a recent Administrative
Citation about watering our lawn on the 1st day of August, 2006 at
9: 13am. I wish to contest this citation based on the fact that we were
on vacation in the Black Hills in Rapid City, South Dakota. When we
returned home from vacation, we had lost our power possibly due to a
storm as all of our clocks and stove clocks were blinking. When we
lose power to our house, our lawn sprinkler system also resets to the
first day of the month thus causing it not to be accurate as to the day
we set it to water the lawn.
I always abide by the city laws set forth for the watering
schedule and I apologize that it watered on an odd day. Had I been
home, I would have shut it off. Please let me know when my
administrative hearing is and we can discuss this further. I have also
enclosed two receipts from Target showing that we were in Rapid City
on the day of the citation. If you would like to call the resort where we

INTRODUCTION
Since 2003, the Parks and Recreation Department has been involved in a process to develop a
master plan for each City Park. In 2006, Daisy Knoll Park and three other City parks are having
a master plan developed.
DISCUSSION
During the public input meetings that took place with neighbors of Daisy Knoll Park, staff heard
repeatedly the need to control vehicle access to the park as neighbors of the park complained
about unauthorized vehicles driving into the park. Staff explored several options with neighbors
about how to control vehicle traffic in the park. The plan that most neighbors favored was the
installation of gates and landscaping of the park area on both sides of the access drive in order to
restrict vehicle access to the water tower and the park in general. Attached is a copy ofthe most
recent draft of the master plan for Daisy Knoll Park. As you can see, a gate and landscaping
with boulders have been shown to restrict vehicle access. Attached with this memo is a picture
that shows an example of a gate system that could be installed to restrict vehicle access to the
water tower and park. The gate would be locked and only authorized vehicles would be issued a
key.
ACTION REQUESTED
Staff is looking for the Water Board members to give direction regarding the concept of a gate
system and landscaping to restrict vehicle access to the water tower site and to Daisy Knoll Park.
Staff is also interested in learning whether or not the Water Board would be interested in
providing the funds to purchase the gate system and the landscaping materials so as to provide
better security for the park and water tower site.
