4. Continued Discussion Items
a) Northeast Reservoir - Letter from Newland Communities - The Water Board
requested afeasibility study for a water storage facility on the Fairhill
Development site.
5. New Business - Disposal of fencing at new water tower - The Water Board
authorized staff to find an alternate use or dispose of the used fencing being stored
at the water tower.
6. Approve Bills -Bills in the amount of$30,136.35 were approved.
7. Financial Report (received quarterly) - The third quarter report was received
by the Board in October.
8. December Water Board regular meeting - The Board made and approved a
motion to cancel the December meeting.
9. Opel1 Forum - Assistant Director of Public Works Reiten was present to
discuss the possibility of discontinuing several services currently contracted that
roughly equal the cost of an employee. The money saved could allow the City to
hire a person to do those duties and more. The Board is interested in exploring
this concept further, particularly if more value can be received for the money that
is spent.
Finance Director Roland was present to determine the Water Board's interest in
updating the approximately 2400 water meter readers that are not currently
radio read Approximately 3600 of the meters in the City are Orion radio reads
and updating the remaining meters will allow for more efficient meter readings.
She will bring a proposal to the Boardafter the first of the year.

RE: Fairhill Development - Water Storage Facility
Dear Water Board Members and Mr. Mann:
It is our understanding the City of Farmington anticipated a water storage facility on land currently
referenced as the Fairhill development.

The site planning for Fairhill is underway, and the land planning has unveiled concerns for the
facility location. These concerns include the fact that the Northern Natural Gas Line is located over
the entire highpoint of the site (1040 elevation) where the water storage facility was originally
intended, and the next highest areas (elevations of 1030) are mostly in 10cations close to the
William's Pipeline Easement and steep/wooded slopes. These elevation concerns may also affect
the structure style (a ground water storage facility as opposed to an elevated tank). Furthermore, the
water pIan (Completed in 1996) accounted for a different water service area than today (formerly
included part of Empire Township, which will not be included today, and did not include a portion
of Castlerock Township that it will today).
We recognize the proper placement and sizing of trunk facilities is necessary for development;
however, these facilities do impact the site's marketability. Conducting additional research to better
understand the city's needs today as well as the site's restrictions and land value concerns seems
appropriate. Therefore, we would request the Water Board conduct further due diligence to
determine the feasibility of a water storage facility so the overall site planning and economic
impacts can be considered.
