5) Continued Business
a) Water Reservoir Update - Engineering Land appraisal from Newland is expected
soon, once it is received the finalized report will be brought to the Water Board.
b ) Wellhead Protection Plan - Engineering The plan has been finalized. Mark
Janovec will be asked to give a presentation at the next meeting.
6) New Business
a) Chlorine Security - Engineering Staffwill get estimates on putting additions on
the well houses to enhance chlorine security.
b) Water Use Citations and Water Use Policy Promotion - Public Works
Information was received, enforcement will begin soon.
c) ADDED - Pumphouse #8 Change Order - further research requested
regarding the proposed scales for the fluoride and phosphate. No action taken.

~ Discussion about need for a Water Board pickup. Staff to review during

I am writing you in regards to the Administrative Citation I received on April 19,2007.
I called the City of Farmington on April 20 to discuss this and was told to send a letter.
I received a notification from the Association that runs the townhouse complex that
I live in that my grass needed to be worked on raked and cleaned up or that it would
need to be replaced by May 1 st. I have been working on trying to green it up and with
the weather being so warm I decided to put some water on it.
I just moved to my townhouse ip March of last year, and actually just purchased a hose
and sprinkler, I never put any water on it last year as they watered with the underground
sprinklers, and I just got my dog in January.

My roommate was home the day they came and wrote the ticket, she had put the water
on only 5 or 10 minutes before and we never watered for more than around 20 minutes
because the area is so small.
I called the my Association also in regards to the water ban and they said they were not
aware that was already started. In checking further I now understand that the ban is
always in effect, odd and even watering days and no watering from noon to six.
I am asking that you will waive this first time violation now that I am in understanding
of this policy.

At the April 2007 meeting, the Water Board requested information regarding citations issued
versus Water Use Policy promotion. In September of 2003, the Board directed staff to spend
$11,000 promoting the Water Use Policy. The amount selected was comparable to the amount of
revenue collected in penalties. Since that time, the water fund has allocated money to promote
water conservation and the Water Use Policy. The below table indicates the number of citations
issued, the approximate amount of penalties collected, and the approximate total of advertising,
promotional items, and program costs spent in marketing.

Hydrant flushing methods

At the April 16, 2007 Council meeting, it was requested that staff research hydrant flushing
techniques utilized by the City of Park Rapids. It was indicated that it was heard that Park Rapids'
flushing operation incorporates methods to capture the water being flushed and includes flushing
hydrants at night.
Staff spoke with Park Rapids Public Works staff regarding their hydrant flushing operations. In 2006
they flushed hydrants at night but were not able to do it again in 2007 due to lack of staffing. They
indicated that although flushing at night incurred fewer problems with traffic, it was difficult for
workers to see when the water ran clear.
Park Rapids staff indicated that they do not capture the water they flush, however they do use
diffusers to try to direct the water in areas other than the street. In Farmington, operationally and
logistically, it would not be effective to attempt to capture the water. The number of tankers needed
and the reduced flow velocity due to the use of hoses would all but render the operation ineffective.
The maximum possible flow velocity and uninterrupted flushing time until the water runs clean are
necessary to successfully flush the mains.
The amount of water that Park Rapids flushes is probably significantly less than what is flushed in
Farmington. Park Rapids has approximately 1700 service connections and Farmington has
approximately 5725. The population in Park Rapids is around 3700 and the population of
Farmington is over 20,000.
