On February 16,2010, the City received a proposal packet from Mr. John Colby of the Colby
Group regarding the Ice Arena. This was given to Councilmembers prior to the Council meeting
that evening. Please bring your copy of the proposal to the EDA meeting. Mr. Colby will be
present at the EDA meeting to discuss their proposal.

CALL TO ORDER
The meeting was called to order by Chair Fogarty at 7:00 p.m.

MOTION by Wilson, second by Larson to appoint Member Fogarty as

H. Adoption of By-Laws
There has been an addition to add the appointment of Secretary/Treasurer.
It does not need to be a commission member. MOTION by Larson,
second by Wilson to appoint the Executive Director as Secretary/
Treasurer. APIF, MOTION CARRIED.
HI. Official Newspaper
Member May noted other papers are eligible to be designated as the
official newspaper. Staff noted according to State statute, we have to use
a newspaper that has an office in town. Member May noted City Attorney
Jamnik has found that if they provided publication to over 75% of the
population and they submit certain paperwork within 60 days prior to the
designation they would be eligible. In the future, the EDA asked that the
statement regarding the Farmington Independent being the only newspaper
eligible be stricken for next year. Member Wilson stated ThisWeek
newspaper knows we have this each year. If they as a local newspaper
want to be more aggressive and have the City publish in their newspaper,
they need to come to us and layout their case. Member Fogarty agreed
mainly because of their distribution. Member May has had discussions
with their business manager and their editor about what they need to do.
They gave the impression that they felt it was a done deal.
IV. Meeting Schedule
Chair Fogarty suggested canceling the December 2010 EDA meeting.
Member May stated anytime there is not a meeting, she would still like to
receive updates.

MOTION by Larson, second by Wilson to adopt the By-laws. APIF, MOTION
CARRIED. MOTION by Wilson, second by Larson to appoint the Farmington
Independent as the official newspaper for the EDA. APIF, MOTION
CARRIED. MOTION by Larson, second by Donnelly to approve the 2010
meeting schedule. APIF, MOTION CARRIED.

Member Wilson asked if the Ehlers Public Finance Seminar was open to the public. Staff
noted it was.
Member May had a question on the budget details. She noted December was not filled
in. Staff explained the Finance Department is still working on December numbers.
Member May asked about the $5,000 for miscellaneous revenue. Staff explained it is for
the Partners in Progress Grant from Dakota Electric. Member May asked what types of
things legal covers for the EDA. Looking at totals through November it amounts to
$14,000 for legal, $5,500 for professional services, and $25,000 for the industrial park.
Staff explained for legal services it covers notices for selling property, Exchange Bank
building, questions on legal matters for selling property, etc. Member May asked if any
of the retainer paid to Campbell Knutson gets charged to the EDA. Staff explained the
retainer does not apply to the EDA. Member May understood there is a role, but in these
economic times trying to keep the expense side down would be a good thing. City
Administrator Herlofsky stated this year should be less because we will not have the
Exchange Bank building issues. Member May asked about professional services of
$5,583. Staff stated it would be either the Industrial Park or for Mr. Maus. Member May
asked if it was possible to add some footnotes each month so it is documented if it is out
of the ordinary or higher or lower.
Chair Fogarty had a question on the bill for Installed Building Solutions. Staff explained
it was a grant disbursement. We pay the business and the CDA pays us. It was approved
months ago and then there was a 90 day extension.

8. NEW BUSINESS
a. Strategic Planning and Goal Setting Workshop Outline
This item was for the EDA to suggest items they want to discuss during the
Strategic Planning Workshop. Staff also provided the Economic Development
portion of the 2030 Comprehensive Plan and the 2009 Strategic Planning packet.
The goal is to set an agenda for the March 22,2010, workshop.
Chair Fogarty reviewed the above information, but did not find it as helpful as she
had hoped. It did clarify for her that this Council has a different vision than what
is in these documents, but it is an excellent framework. She noted staffhas been
following the comprehensive plan, but felt the goals will change after the
workshop. She would like to update the comprehensive plan material for this
Council. City Planner Smick noted in the workshop they will not be doing the
SWOT analysis. They will carryon from that.
Member May pointed out that staff would like input from the EDA. Economic
Development Specialist Hansmeier stated at the last Council meeting it was
brought up to bring this to the EDA meeting for input. Member May was looking
for staff to bring the agenda to the EDA. She did not want to spend a lot of time
writing plans. The EGC meeting was very productive in talking about
communication. We need to focus on public relations. Our job is not to do the
marketing for a business, but we do have a role with public relations in trying to
bring the groups that are doing the legwork together. She would like to do more
brainstorming type things. She did like the progress chart from the Lakeville
material, but did not want to spend a lot of time on writing plans.
Chair Fogarty agreed. She was more interested in brainstorming and tweaking the
comprehensive plan. This would help staff focus on the EDA's priorities. City
Planner Smick stated similar to what Lakeville has done, we do have the
comprehensive plan action steps showing where we are currently, who is doing
what. We will take those out of there and do some brainstorming.
Member May noted with the EGC, we have a great organization. We have
Dakota County Regional Chamber which is a huge benefit, the Downtown
Business Association, a BNI group, in addition to many good civic organizations.
Maybe we have to focus on pulling them together.
Member Wilson liked the comprehensive plan and the charts and when we are
done, we have the ability to track where we are. He recalled there was a joint
meeting in January or February 2009 with the EGC. He asked about that
information. Economic Development Specialist Hansmeier has been working on
the information to lay it out similar to Lakeville's. Later in the document she will
have the process with the EGC and the action items the EGC was going to
educate the EDA on, such as technology, private/commercial development, and
private/industrial development. We have minutes from that meeting and an

outline from the Dakota County Regional Chamber. Member Wilson was looking
for some buy in for laying out items that we have accomplished. He wanted that
in an organized manner as opposed to a chunk of pages here and there.
Member May felt that was a great idea to incorporate the information from the
joint EGC meeting. Staffwill include this information. Member Wilson was
going to look to staff to consolidate what we have done so far and provide areas
of opportunities we should focus on.
In reviewing the Lakeville information, Member Donnelly noted they have
business people on their commission. Chair Fogarty stated Farmington used to
have two Councilmembers on the EDA and the rest were residents. Member May
felt if the EDA works with the EGC, we can get that piece without them being on
the EDA.
City Planner Smick proposed those ideas come out at the meeting in March. The
next step would be to get the groups together. The framework would be that we
want these partnerships, and this is how we are going to do it, and list action
steps. She asked to wait until after March to get the groups together so we have
our plan to bring to the groups and ask for their thoughts.
b. Economic Update Distribution
Staff asked for a consensus on the distribution of the Economic Update. The
EDA wanted to increase the distribution of the Economic Update. It is currently
going to businesses with storefronts and to an e-mail distribution group. The
EDA was leaning toward the insert option, but then looked at the half page ad in
This Week or the Farmington Independent.
Chair Fogarty wanted the information as accessible as possible, but yet keep the
cost down. She asked of the 215 businesses that we distribute this to, if it could
go out electronically or do they prefer a paper copy? Staff has not asked, but we
send a number of them bye-mail. The last time the contact information was
updated, some did not provide an e-mail address. Chair Fogarty felt it was worth
determining if more could receive it bye-mail. She was not sure about the rest of
the options. It is some big dollars and was not sure about the goal.
Communication has been high on our list, but we need a solid message first.
Member Wilson agreed, and asked if last time we talked about any of staff s
industry association distribution opportunities or just local distribution?
Economic Development Specialist Hansmeier replied we focused on local
distribution. Member Wilson felt it would be more consistent if we want to get
Farmington more visible outside the City limits, then maybe we should tap into
EDAM or other development groups where developers, commercial real estate
brokers, lenders, commercial financers and send it to them. Staff can explore that
but was unsure if we can tap into a distribution list from these organizations.

which is sent electronically. City Administrator Herlofsky stated our website has
been updated and that gives people easy access to information they are looking
for. Mayor Larson liked Member Wilson's idea. If they delete the information,
there was no cost to send it bye-mail.
Chair Fogarty stated what we were originally trying to do was to get more of the
information in the Economic Update to the public at large. Staff stated the costs
provided are for a half page ad. We have added an Economic Development page
to the City newsletter. The Dakota Tribune has been showing many of the ribbon
cuttings in the paper. Also the purpose of the Economic Update was to provide a
one-way direct communication to the businesses on items such as grants, etc.
Chair Fogarty stated if we are going to do something like this despite the cost, she
would lean towards This Week as that goes to everyone.
Member May stated the $.04 per household for ThisWeek gets your attention.
Maybe we should consider eliminating the Economic Update if we go to an online
e-mail to the 215 businesses. Not all this information would get in the ad. Staff
agreed it would have to be tailored to the audience. Member May suggested
maybe an e-mail type of publication to send bye-mail to those on the list. Staff
stated to produce the Economic Update inhouse it is about $1500 for printing
costs and mailing for a year. Member May stated if you produce the half page ad
and any additional information that is more specific to businesses such as the
safety grants, that could go to an e-mail list. Chair Fogarty was not sure she was
ready to give up the Economic Update document. It is a good document and very
eye friendly. Member May stated we will have the half page ad. Staff would be
spending time creating the Economic Update and creating an ad. Chair Fogarty
stated the Economic Update could be attached to an e-mail as is.
Mayor Larson suggested placing the Economic Update on the website, place the
highlights from it in the ad, and in the ad place the emphasis on the website. The
Economic Update would not be printed out.
Ms. Ruthe Batulis, DCR, stated you have a new website, if you go to the second
page of information you have a form that pops up if they want more information,
they fill out their e-mail address. Staff would have to check if our website has
that ability. Ms. Batulis also suggested using Facebook. Other cities are doing it.
Chair Fogarty stated they have suggested that and asked why are we getting
resistance from that? Member Wilson stated he does not agree with staff or the
attorney on that. Economic Development Specialist Hansmeier stated she spoke
with Human Resources Director Wendlandt this morning and they will be
exploring that further. Chair Fogarty stated the Council has been advocating for
that for over a year.
Member May liked Mayor Larson's suggestion of placing the Economic Update
on-line, but not print it.

A discussion also followed regarding doing an insert and costs for printing and
inserting in the newspapers and also having it mailed to Farmington addresses.
Chair Fogarty wanted to know what it would cost to send to just the Farmington
zip code and what it would cost to print either in-house or to have someone else
print it, whatever is less expensive. She felt having it inserted into the paper is
very inexpensive. Staff stated for 9410 households in the Farmington zip code, it
was cheaper for Farmington Printing to print it at $1420 and for them to insert it,
it would cost $470/month. The total would be $18,090 for the monthly cost for
printing and inserting to 9500 households. Chair Fogarty felt it should only be
$200 to insert it and asked staff to check again. Mayor Larson suggested they
start over and determine what they want and then get quotes.
Member Wilson stated Chair Fogarty's preference at first was to have the
Economic Update printed. He asked Ms. Batulis if she felt there was still value in
providing paper information rather than information by e-mail. Ms. Batulis stated
when you buy an ad, ads do not derive action. She would have a one page
document at the most that goes into the hands of people as a teaser and then drive
them to sign up. The third step is to have them sign up on the web site to have it
delivered to their desktop. Member Wilson stated in between there may be a
necessary step which is a list servo Chair Fogarty noted Human Resources
Director Wendlandt has hesitated to have that. Member Wilson felt a list serv
would be a fundamental backbone to do what Ms. Batulis is suggesting. Ms.
Batulis stated she has watched West St. Paul, Rosemount, and Eagan populate a
list serv through this form. Chair Fogarty stated it isn't that we can't do this, we
do not have anywhere to put it. We would have to create a list serv, and Human
Resources Director Wendlandt is worried about management issues. We need to
find a way to get over the management issue. Weare behind the times without
having a list servo Mayor Larson agreed. Chair Fogarty stated everyone has
everything on line. We have to find a way to manage it.
Chair Fogarty asked staff to double check the information on printing and
inserting. Staff stated the cost is $470 to insert the update into This Week
newspaper. The Farmington Independent's insert price is $100/month. Member
May suggested listening to Ms. Batulis' suggestion and getting the Economic
Update on a one-page, two-side document and get printing costs and inserting
costs for a one-page insert. Staff reminded them that at the last discussion, the
EDA did not want the insert as they felt people throw the inserts away.
Member Wilson suggested directing staff to refine costs, look into a list serv and
determine the implications and bring this back to the February meeting. Chair
Fogarty would like to see a list serv up and running to make connections. She
would like to see this inserted for a year to see what kind of list serv we come up
with and then do it quarterly the next year. She felt there are no other options.
We have to figure out how to do a list serve and social networking. It is not going
away, it will get more and more. Mayor Larson stated he was on Prior Lake's
website and they have Facebook and twitter and it is so frustrating how other

cities keep adding. Member May agreed with trying something for a year and let
people know there is some activity.
Economic Development Specialist Hansmeier clarified she will find the costs for
the different options for a two-page double sided color and also a list servo Chair
Fogarty stated they want the cost for a one-page double sided color insert. Mayor
Larson stated if the list serv is not an option, let's figure out how to make it an
option. It really needs to be done. Chair Fogarty added this has become a higher
priority.
c. EDA Property Update: 305 3rd Street
The former liquor store has had some roof leaking. It is due to the flat roof and
ice and snow melting. There was also a small ball stuck in the drain pipe.
Nothing has affected any equipment, only ceiling tiles. Staff will be meeting with
the Building Official and roof contractor to fix it
Member May asked why not sell the building? Staff replied it goes back to the
direction from former boards that they wanted to hold onto EDA owned property
in the downtown and indicated their desire to fix up the space as an incubator type
building for new businesses locating in town. The tenant has a three year contract
with an option to get out of the lease at any time. Member May would like to sell
the building and not compete with other vacant building owners downtown.
Chair Fogarty stated it has been a good incubator building.
Chair Fogarty suggesting adding this to the list for discussion at the strategic
planning workshop as this was a policy from a former board that needs to change.
She asked staff to send out an e-mail when it is repaired.
d. Grubb & Ellis Industrial Vacancy Report
At the November meeting, Mr. Maus discussed having his company put together
an anlysis of vacancies in the area and summarizing recommendations.
Farmington's industrial growth will not come from the development of multi-
tenant buildings and we are likely to see growth coming from single tenant or
owner-occupied buildings.
Member Wilson asked about the status of the parks building. Staff stated the
bank met on the loan project last Thursday and they had some questions on the
Business Subsidy. The business owner explained it to the bank and they are in the
process of reviewing it. The business owner was supposed to hear the final
answer today.
e. Review Economic Development Division Website
Staff showed the EDA the Economic Development portion of the website.
Member Wilson asked if it would be easier to navigate if it was alphabetical or at
least put the Chamber and the CDA near the top for the business resources. Ms.

Batulis asked if viewers can click on the list and see the available sites. Staff
noted that is the goal. Chair Fogarty asked if the link to MetroMSP can go
directly to Farmington properties rather than their home page.
9. CITY STAFF REPORTS
a. Economic Update, Volume 29
Staff presented a draft of the update.
b. Downtown Promotion Reporter
This was given to the EDA for information.
Economic Development Specialist Hansmeier stated Mr. Clyde Rath, President ofthe
Downtown Business Association was going to attend the meeting, but was not available.
The DBA is interested in setting up a meet and greet between the EDA and the DBA.
Staff suggested doing it prior to the March EDA meeting at 6:00 p.m.
Member May noted City Planner Smick had suggested getting all the groups together
after the Strategic Planning workshop in March so why not wait until then. Staff stated
that would lean more towards the City hosting the event. She will be bringing to an
upcoming meeting doing a Business Appreciation event and using a portion of the
funding Dakota Electric provides. This would include the entire business community.
Chair Fogarty did not mind coming an hour early to get to know names and faces. Staff
thought about doing the Business Appreciation event in the fall.
Member May asked for an update on the old Rambling River Center building and
meeting with realtors. Staff will be meeting with the fourth realtor tomorrow.

At the previous meeting the EDA directed staff to refine costs for a one-page, double sided color
newsletter for insertion in Thisweek News, and to research the City's capabilities regarding the
implementation of Iistserv software to distribute information to a larger audience.
DISCUSSION
The table below illustrates the difference in price from the current distribution method to inserting the
newsletter into Thisweek News.

Listserv
I have had a few discussions with different City staff regarding the practicability of listserv software to
assist in sending economic development news to a larger audience. So far I have learned that there
are many questions that will need to be answered. They are as follows:
. What type of listserv software programming would meet the City's needs?
. Can our existing servers handle this new software without creating problems?
. What are the budget implications for purchasing new software, has it been budgeted for?
. Who would handle the program implementation, maintenance, and upkeep of this new
software?
. How many listserv's would the City want/need?
ACTION REQUESTED
Recommend that the EDA agree to one of the options provided, or provide clarification and
direction regarding how staff can assist in reaching the EDA's goal of increasing the distribution of
this newsletter.

INTRODUCTION
The roof/ceiling continues to leak. Temporarily there are measures in place that will protect
the tenant's equipment from the dripping water.
DISCUSSION
The City's Building Official and a local roof contractor met to determine the best course of
action to fix this issue long term. It has been determined that a new roof is necessary.
One quote has been obtained for the cost to remove the existing asphalt roof and replace it
with a new white roof, including a new roof drain. In addition, the quote includes two cosmetic
options for consideration. The following is a breakdown of the quote received, (Exhibit A):
. New roof
. Add curb flashing to east and west sides to improve overall appearance
(It is highly recommended to include this option because it (a) improves the warranty and
(b) provides for 100% control of water)
. Remove existing and install new skirting and scupper flashing

1. Replace the roof, retain ownership and continue to lease this property with the
understanding that it has served well as a business incubator space for several
years
2. Replace the roof, and market the property for sale when the term of the current

Staff recommends discussing what the EDA's long term goals are for this property which will
assist in determining how to proceed with fixing the roof.

We will remove the existing asphalt roof and insulation, inspect decking for rot,
install 15# felt on d"king. Install new 3" roof drain to the rear of the building.
Install closed cell polyisocyanurate foam with fiber reinforced facing with bullt in
taper to allow the roof to be self draining. The R value for the roof wiD be a
minimum of an R-22. The roof covering will be TPO (thermoplastic polyoletln).
TPO is a white roof which will minimized heat retention in the summer and offer
more solar resistance to breakdown. We will make every effort to reuse eJ:isting
metal flashing around the perimeter of the building. The height of the insulation will
be taller then the current insulation that is in place so in oIller to avoid this
protrusion we wlll have to fabricate some additional curb flashing to cover the north
side of the insulation and direct the water towards the drains. AU existing m.etal is in
good shape and will be primed and repainted.

Parks Garage Update: AK Performance Graphics

INTRODUCTION
At the October 26,2009 meeting, the EDA approved a motion to formulate a Contract
for Private Development with AK Performance Graphics contingent on all documentation
being received. The outstanding documentation was specific to the developer obtaining
a loan to finance the purchase of the property and required improvements.
DISCUSSION
Due to strict Federal guidelines Adam Kurth with AK Performance Graphics has not been
able to secure the financing he needs to move forward with this project. Mr. Kurth is
looking into other sources which include refining the structure of the original loan request
to determine if he will be able to secure the necessary financing to do the project
identified in his original proposal to the EDA.
Options for consideration:
1. Continue to market this property, with the assistance of a Realtor and look for
additional offers,
2. Allow Mr. Kurth additional time to determine the necessary financing can be
secured.
Understanding how difficult it is to obtain financing in today's world, I would recommend
allowing additional time for the developer and his banker to determine if there is an
alternative option to secure the financing necessary to do this project.
ACTION REQUESTED
Approve a motion allowing Mr. Kurth additional time to determine if he can secure
financing for this project.

At the January 25, 2010 EDA meeting, the EDA requested that staff consolidate planning
information that has been prepared in the past 3 years and provide "areas of opportunities to
focus on" for the upcoming Strategic Planning & Goal Setting Workshop on March 22, 2010.
DISCUSSION
In the past 3 years, a number of EDA members have given suggestions on 4 separate occassions
concerning the City's strategies and goals for economic development. The following is a list of
dates and outcomes for each meeting that has occurred:

Staff would like to discuss the 6 categories and ask the EDA to comment and offer suggestions
for action steps under each category. For instance, the promotion and development of VRC
would be steps under the strategies of Business Development, Streamlined Permits, and
Marketing. Collaborating with the EGC and/or the Farmington Business Association would be
a step under the Funding and Development Resources category.

Farmington Truck Center Grant Extension

INTRODUCTION
Staff has received a second request for an extension from Business Development Grant recipients/
Farmington Truck Center.
DISCUSSION
The Business Development Grant Program contains requirements for recipients of grant funding to
commence construction (or in this case purchases) of arant funded projects within 90 days of the
grant award, and complete the project within 1 year. The grant funds awarded to Farmington
Truck Center are to purchase equipment to expand their product offerings to include automotive
services and repair. The Business Development Grant Program allows for one extension to be
granted at the discretion of the EDA. The business was granted an extension of 90 days to
complete their research and process matching funding in August of 2009. At this time/ Farmington
Truck Center owner/ Colin Garvey has asked to receive a second extension. The two options that
staff would recommend at this point are as follows:
1. The EDA can terminate the grant agreement (the appropriate paperwork is attached)/ or
2. The EDA could extend Farmington Truck Center/s period to commence use of the funding
until April 27/ 2010; this would put them at 1 year from the date of the original grant
agreement.
If the EDA chooses to terminate the grant agreement/ the residual grant amount of $15/000 will
need to be reallocated to another use/ or awarded to another recipient upon approval of the
Dakota County CDA.
ACTION REQUESTED
Execute the attached grant termination agreement/ or direct staff to prepare an amended grant
agreement providing an additional extension.
