WATER BOARD REGULAR MEETING
August 27, 2001
7:00 PM
1.
The meeting was called to order by Chairman Shirley.
Members Present: Jensen, Krueger, Shirley
Staff Present: City Engineer Mann
Others Present: Richard Orndorff, John Miller, Kevin & Tricia Buckman, J. Klugherz, R.A.

Agenda was approved as presented.
3.
A motion was made by Krueger and seconded by Jensen to approve the minutes of the July 23,2001
meeting. APIF, Motion carried.
4.
Water Use Restrictions - Citation Appeals:
.
a) John Miller, 18805 Englewood Way - appealed his citation. They were out of state and no one was
home and he could not understand who turned the sprinkler on. A motion by Shirley and seconded
by Krueger to recognize the citation but to waive the $25 fine. Voting in favor - Shirley, Krueger
Voting against - Jensen. Motion carried.
b) Kevin & Tricia Buckman, 19837 Ellington Tr. - cited for watering trees. The Water Boards Policy
on restrictions states "lawn or garden sprinkling or other irrigation", but residents inferred only
lawn sprinkling was restricted from the information they received. Motion by Krueger, second by
Shirley to waive the citation. Voting in favor - Shirley, Krueger Voting against - Jensen.
Motion carried.
c) J. Klugherz, 5593 Upper 183rd St. - appealed on ignorance of the policy. No action taken.
d) R.A. Wright, 19050 Estate Ave. - requested information on what plans, if any, the Water Board had
to overcome the watering ban. He was informed that additional wells would be added and a large
reservoir would be constructed sometime between 2010 - 2020.
5. Continued Discussion Items
a) Well # 3 - Up and running at around 800 gpm with a small amount of sand. Total amount of
reconstruction $85,210. A motion by Shirley and second by Jensen to authorize payment.
6. New Business:
a) Pollution Prevention Day. A motion by Jensen and second by Krueger to authorize payment of
$525 to have a representative from the Science Museum give an informative presentation on water
supply. APIF, motion carried.
. b) Dick Foster of Bonestroo, Rosene, Anderlik & Associates presented a feasibility study on Wells 6
& 7. Well #6 has an estimated cost of $665,000 and Well #7 of $699,00. Well #6 to be located at

198th Street West and English, Well #7 at 195th and Akin Road. Motion by Krueger and second by
Jensen to order the Well #6 and Well #7 projects. APIF, motion carried.
7.
A motion was made by Krueger and seconded by Jensen to approve the bills in the amount of
$21,355.84 and ordered payment of same. APIF, motion carried.
8.
Financial Report: The financial report through July 31,2001 was reviewed and accepted.
9.
Open Forum
a) Water Use Restrictions. Revised July 10th, 2001 restrictions. Odd & even restrictions apply. Sod
and seed permits to be issued with a three week limit. No watering between lOam and 6pm. All
other outside water restrictions are lifted. Mr. Ray Johnson of Homes by Chase discussed the no
sod and seed permits and the hardships to contractors. Motion by Jensen, second by Shirley to
adopt to new restrictions. APIF, motion carried.
10. Meeting adjourned at 8:40pm. Next meeting to be held Monday, September 24th, 2001.
