WATER BOARD REGULAR MEETING
July 23, 2001
7:00 PM
1. The meeting was called to order by Chairman Shirley.
Members Present: Jensen, Krueger, Shirley
Staff Present: City Engineer Mann, Public Works Supervisor Weierke, Mayor Ristow
Others Present: Richard Orndorff, Shawn McMurray, Bryan McMurray, Dana Miller
2. Agenda was approved as presented.
3. . A motion was made by Shirley and seconded by Krueger to approve the minutes of the June 25, 2001
meeting. APIF, Motion carried.
4. Water Use Restrictions - Citation Appeals:
a) Richard Orndorff, 617 Spruce Street, wanted warning tickets issued to first offenders to make
people more aware of the restrictions and to help public relations. He paid the $25 penalty to
Engineer Mann.
b) Shawn McMurray, 905 Ith Street, received two citations on the same day. He said he was not
home on the day the citations were issued. His neighbor had turned on the water. He was upset wi~h
other people, townhouse associations, car washes, used car dealers, the swimming pool using water
and not being given citations. Board members said that it is not the purpose of the water restriction
policy to try to catch every violation, but to conserve water. As Mr. McMurray is a new residellt
and claimed he did not know about the restrictions, the Board waived the second violation of $50.
APIF, motion carried. Mr. McMurray was still upset and stated to the Board that he had a lot of
time on his hands and was going to travel the city and if he finds violators he will call the City to
inform and harass staff.
c) Dana Miller, 18805 Englewood Way. Mrs. Miller said they were out of state the weekend of the
14th of July when they were issued a citation. They asked the neighbors if they had turned the
sprinkler on and the answers were no. They cannot understand the citation. The Board askCid
Engineer Mann to contact the Community Service Officer for clarification and to report back to
them.
d) Other appeals were read and discussed. No changes.
e) Mayor Ristow addressed the Board about water restrictions and especially the low water in storage
on July 8th. Engineer Mann, Public Works Supervisor Weierke and Board members assured the
mayor that the City facilities can supply enough water for the normal high demand day, but July 8th
was unusual conditions which required an emergency ban. The Water Board hopes to have another
well on~line by the Fall of2002.
5. Continued Discussion Items
a) Well # 3 is up and running. A small amount of sand was detected.

b) Well #4 site - Cardboard Container Update: Contractor has not poured the concrete slab as of yet.
Engineer to inform contractor that work must be done by the end of the week or another contractor
will be found.
6. Community Survey Results: Engineer Mann reviewed and discussed with the Board items which
concerned water issues.
7. A motion was made by Krueger and seconded by Jensen to approve the bills in the amount of
$18,398.13 and ordered payment of same. APIF, motion carried.
8. Financial Report: The financial report through June 30, 2001 was reviewed and accepted.
9. Open Forum
a) Discussion of Water Use Restrictions to be on agenda for August meeting.
b) Future wells. Authorized Engineer Mann to do a feasibility study on the next two wells.
10. Meeting adjourned at 9:40pm. Next meeting to be held Monday, August 27th, 2001.
