INTRODUCTION
Per Water Board policy on water use restrictions, staff has been issuing administrative citations to
residents in violation of the policy since August 1,2000.
DISCUSSION
The following residents who have received citations have chosen to exercise their right to appeal the
citation.

For the Water Board's reference, the Water Use Restrictions Policy has been advertised as follows:
· March/April Farmington Update, mailed the end of February
· Farmington Independent, once as a press release and once as part of a paid advertisement for lawn
care.
· May 20 edition of Life and Times newspaper.
· In the July utility billing, mailed at the end of June.
· July/August Farmington Update, mailed the end of June.
. · Notice posted on all new homes since the end of May (see attached)
· In the City's new resident guide
Several of the residents have indicated that they would be in attendance at the meeting. The residents
that could not attend have forwarded letters with the basis for their appeals.

Dear Lee,
.
As we discussed on the phone, my wife was issued a citation
for watering on an off schedule day. This was a honest mistake
being that she is very busy with our two children at home while
I am at work. I had asked her to mow the lawn for me because I
have been very busy and it was very well needed. She then put
the sprinkler out on the north side of the house where the grass
has taken a beating from the sun all week. We are very aware of
the policy and she did look at the calandar to see the date,
unfortunately she looked at the wrong month. She then had to
put the kids down for a nap and woke to find a citation on our
door.
As I stated, I am already behind on my utility payment because we
are functioning on half the income we use to before we had our
two children. We certainly can not afford to pay 25.00 for a slip
of the mind. (as I stated we are friends and neighbor's with Ben
and he knows that we do follow the policy, in fact all the
neighbor's help each other to follow the policy.) Please concider
this as a plea for dismisal,present it before board on my behalf as
I will be out of town the week of the hearing.

Ladies and gentlemen;
This letter will serve as notice for my request for an administrative hearing for a watering
citation enclosed.
I fonnally dispute this charge because outside timer ofthe lawn and the copper release
pipe was damaged in the storm the night before. The timer turning itself on and off every
5 seconds for a total of fifteen minutes. This was further verified by the conservation
office #4742. I request that you forgive the citation in this matter. Based on our past
history, you will note you have never had issued any such tickets to us in the past.
Should you need me to appear in person to state this fact and to take me away from my
work, I fonnally request the conservation officer to be present at the hearing as well to
confirm my statements.

Telecasting of City meetings soon to be a reality
In 1998, efforts were made to investigate
the possibility of telecasting City
Council meetings to residents with
cable television services. Effective March
1,2000, tangible evidence that this process
has begun for Farmington starts with a
shift in Channel 16 broadcasting from
Lakeville government programming to
Apple Valley government programming.
This change is necessary to facilitate
Farmington's ability to telecast its local
government meetings using a new
.roadcasting distribution pOll'lt or head
nd in Apple Valley. Shortly thereafter,
government programming capabilities in
Farmington will be upgraded for local
telecasting and will result in programming
from all three cities.

This change is the result of a new joint
powers agreement with the cities of Apple
Valley and Rosemount that was authorized
in 1999. This new joint commission called
the "Apple Valley. Farmington, Rosemount
Cable Commission" or AFRCC will serve
as a tri-city advisory body for the
administration ofrhe cable
communlc:ltlOnS system, community
television operations and
telecommunication activities and issues.
City Council, Planning Commission
to be televised to encourage citizen
awareness.
In order to make the telecasting of
Farmington government programming a
reality, the Ciry has been working dili-
gently to address and resolve a number of
jurisdictional. technical. legal and logistical
issues clearing the way for this Council
goal to become a reality, First and fore-
most, the chief objective has been to
provide this new communication mediwn
to Farmington citizens in order to enhance
citizen access to local government issues.
In addition to broadcasting Council
meetings, the City is planning to televise
Planning Commission meetings and other
related government programs in the future
to ensure that citizens have a greater
awareness of community activities
occurring within the City.
This planning process began with the
City establishing a number of guiding
principles relative to telecommunication
services. These principles included
aggressive efforts to accelerate the cost-
effective use of telecommunication
technologies in City government, the
absolute need to ensure that Fannington
was at the forefront in employing new
technologies, and a paramount desire to
work with other cities to reduce unneces-

reason is to reduce the peak
water demand during the
summer season when water
usage is at its highest.

additional amount of water that the City

Enforcement of Water Use Restrictions Policy
The OddJEven Water Use Restrictions Policy was established by the City of Farmington Water
Board to ensure adequate water pressure during times of peak usage. The Water Use Restrictions
Policy began January 1, 2000 and is effective year round. Properties having an odd numbered
address are permitted to water lawns on odd calendar days. Properties having an ~
numbered address are permitted to water lawns on even calendar days.
During times of peak usage, it can be difficult for the City's pwnping facilities to keep up with
the demand. Should the demand for water exceed the City's pwnping capacity, a complete ban
on watering within the City may need to be temporarily implemented to insure adequate supplies
for fire and emergency conditions. Compliance with the Odd/Even Water Use Restrictions
Policy should minimize and may eliminate the need to ever implement a complete ban on
watering.
From Friday, May 5 through Sunday, May 7, 95 warnings were issued to Farmington residents
with odd addresses sprinkling their lawns on even days and vice versa. Warnings are being
issued for first time offenses only until July 31, 2000. Second and subsequent offenses and
offenses occurring after July 31, 2000 will be subject to the established penalties. Failure to
comply with the Water Use Restrictions Policy carries an initial penalty of $25, with subsequent
fines for violations within the same calendar year at $50.
Property owners installing new seed or sod may apply for a temporary exemption to the water
use restrictions for a period of three weeks after installation. The Application for Temporary
Exemption to Water Use Restrictions may be obtained at City Hall or on the City's website at
www.ci.farmington.m.n.us.

Earth Friendly Lawn & Yard Care
In order to ensure adequate water pressure in times of peak usage, the City of Farmington
has instituted an Odd/Even Watering Policy. Properties having oddnumbered addresses
can water on odd calendar days, and properties with even numbered address are
permitted to water on even calendar days.
Here are some tips for earth friendly lawn and yard care....
. Forget about watering streets, walks and driveways. They don't grow a thing.
. A void watering when windy or in the heat of the day.
. Morning is the best time to water most lawns. Before 10 AM is best because rising
heat later on tends to steal a lot of water by evaporation. Another benefit is that grass
and leaves have a chance to dry off quickly. Evening or night time waterings leave the grass wet
and can allow lawn diseases to develop.
. A lush green lawn requires 1 to 1-1/2 inches of water a week. Water three times a
week applying about 1/2 inch :It " ..;- - T" mount of rainfall that might

. Lawns that are frequently aerated absorb water better.
. High nitrogen fertilizers stimulate lawn growth and increase water
requirements. Most established lawns only need fertilizing in the fall when
the primary grass root growth occurs with the cool temperatures.
. Mulch shrubs and other p1antings so the soil holds moisture longer.
. When possible, flood irrigate vegetable and flower gardens rather than using sprinklers.
Irrigation allows deeper soaking with less water. Sprinklers result
in high evaporation loss of water.

REPORTING A POWER OUTAGE?
Do Not Call 911
. In the event that your power goes out,
please contact your electric company to
report the problem. During stonns, the
Farmington Police Department often
receives calls from customers who want to
report power outages. While power
outages are generally nonhazardous, they
do create significant police and fIre
activity in the fonn of alarms, stonn
damage and localized flooding. As a
result, during this time, the dispatcher is
usually dealing with Police, Fire and
Ambulance personnel. It is important to
keep these lines free for emergency calls.
Remember, 911 is intended for reporting
crimes in progress, fires and medical
emergencies or immediate threats to
safety .
.wer outages do create some genuine
ergencies. If you are concerned about
wires sparking or lines down across the
road, please contact the Farmington
Police Department immediately. However,
if you are just reporting a loss of power,
please call your electric company. They
wilI get personnel to help fix the problem
and get your power restored in a timely
manner.

Auditing firm reports the City's
general fund balance is up 9%
City's fi nances
are well managed
At their meeting June 5, 2000, the City
Council accepted the Comprehensive An-
nual Financial Report for the year ended
December 31. 1999. Joe Rigdon of Kern
DeWenter Viere, the City's independent
auditing firm, was present at the meeting.
Highlights of the report included an in-
crease in the City's General Fund Balance
of $376,622, bringing that balance to
$1,114,163. This increase brought the
fund balance to 29% of the City's annual
expenditures; up from 20% the previous
year and well on the way to the Council's
established goal of 25 to 40% of annual
expenditures.
AU the Enterprise funds, except the Ice
Arena, showed net operating income in
1999. Enterprise funds include the Arena,
Liquor Stores, Water, Sewer and Solid
Waste Funds.
Mr. Rigdon presented the auditing
finn's management report and expressed
the opinion that the City's finances were
well managed by the City's management
team.

ment and Management Report are available
at the Library for review. A condensed
version of the fmancial statements was
published in the Farmington Independent

materials should not be installed until the final grade has been
approved.
After turf has been installed, please call the above number to schedule
a turf inspection so the escrow money may be released to the builder.

ODD/EVEN WATERING POLICY
The City of Farmington has an odd/even watering policy. Property
owners installing new sod or seed may apply for a temporary
exemption for a period of three (3) weeks after installation. The
application for Temporary Exemption to Water Use Restrictions
can be obtained at City Hall, 325 Oak Street. For further
