Mann, P .E., Director of Public Works/City Engineer SUBJECT: 2000 Trunk Water Main Project DATE: February 28,2000 INTRODUCTIONIDISCUSSION The plans for the 2000 Trunk Water Main Project are substantially complete and will be ready to be put out for bids before the next Water Board meeting. Typically, the earlier in the season the project is bid, the better the bid prices. Therefore staff is requesting Water Board authorization to put the project out to bid. Easements need to be acquired along the alignments of the water main project. Engineering staff will have a plan at the meeting showing where easements will be required. Staff will begin notification of and negotiation with the affected property owners immediately. However, the process of acquiring the easements through condemnation needs to be initiated to guarantee the acquisition of the easements within the time frame necessary to construct the project this year. The City Council will need to authorize the use of its powers of eminent domain for the acquisition of the easements. The Water Board needs to formally request that the City Council take this action. Once the acquisition is initiated by the attorneys, the City will receive ownership of the easements in ninety (90) days. The amount equal to the appraised value of the easements is, at that time, deposited with the Court. The final costs of the easements will be negotiated with the property owners or determined by the Court as the case may be. Estimated easement costs are not included in the feasibility report so as to not influence negotiations. BUDGET IMPACT The estimated total project cost of the project (not including easements) is $1,700,000. The project estimate has been adjusted upward from the feasibility report to anticipate higher costs due to the recent hike in fuel prices. The Finance Director has indicated that the Water Board will have the option to directly fund the project through the Water Fund or bond for the project costs. The financing options with details will be brought to the Water Board for consideration at the March 27,2000 Water Board meeting. . . . ACTION REQUESTED 1) Authorize staff to advertise for bids for the 2000 Trunk Water Main Project. 2) Authorize staff to forward a request to the City Council to use their powers of eminent domain to acquire the easements for the 2000 Trunk Water Main Project if, and, as necessary.
