INTRODUCTION & DISCUSSION
A concern has been raised regarding the revenues in the Water Fund from user fees and whether
those revenues will meet the budgeted $500,000 for 1999.
Revenues from utility billings are posted quarterly when the billings are issued under the "modified
accrual" basis of accounting. The amounts shown on the 11/30/99 financial reports are for three
quarters of the year with the fourth quarter (ending 12/31/99) yet to be posted. A journal entry will
be made when the billing for the fourth quarter is run. The entry will acknowledge the fourth
quarter revenue and move the corresponding amount of cash to the Water Fund. The entry will
be posted to 12/31/99, so revenues will be acknowledged in the year they are earned.
We anticipate that fourth quarter water revenue will be in the range of $145,000. This would bring
1999 user fee revenue well over the $500,000 budgeted, and put the Water Fund in a positive
retained earnings position for the year, despite the additional $250,000 transfer which was done
for 1999.

INTRODUCTIONIDISCUSSION
At the October, 1999, Water Board meeting, the Water Board authorized staff to solicit
quotes and enter into a contract for the scheduled repair and maintenance of Well Pump
No.3. Quotations were received on December 9, 1999 (see attached tabulation).
BUDGET IMPACT
. The low quote for the repair and maintenance of Well Pump No.3 was received from
Keys Well Drilling Company in the amount of $17,377.00. The estimated cost for the
work was $20,000. There are two alternates in the proposal regarding removal of
sandstone from the well and replacement of a new pump bowl. The use of either of these
alternates cannot be determined until the pump is removed from the well. Staff will keep
the Water Board informed of the status of the project and the necessity of utilizing either
alternate as appropriate.

Attached is the documentation that was forwarded to the Planning Commission by
Wensmann Homes requesting a conditional use permit to install a directional sign at Well
Site #4. The Planning Commission approved the conditional use permit contingent on
the following (see attached documentation):
a) Signage may not be erected until permission is granted by the Water Board;
b) The signs be installed as to not be easily toppled or stolen from the property; and
c) The signs meet all setback requirements.
The purpose of the signs is to direct potential customers to the Cameron Woods Senior
Condominium project. In two other cases the Water Board has allowed developers to
install directional signage on the property at Well Site #4 (see attached minutes).
BUDGET IMPACT
None.
ACTION REQUESTED
Consider allowing Wensmann Homes to install a directional sign on the property at Well
Site #4.
