MINUTES
WATER BOARD
REGULAR.
FEBRUARY 22, 1993
1. The meeting was called to order by Chairman Shirley.
Members Present: Shirley, Wier.
Members Absent: Sauber.
Also Present: City Engineer Kaldunski.
2. The Water Board approved the agenda as presented.
3. MOTION by Wier, second by Shirley to approve the minutes of January 25, 1993.
APIF, MOTION CARRIED.
4. Various topics on the water meter installation program were discussed as follows:
a. The policy revisions and additions were adopted as presented with the following
changes.
Add to Paragraph 2 - "When the meter is changed, it must meet the current
code at that time."
Paragraph 3 shall read - "The homeowner is financially responsible for
the curb box for repair after the initial installation. The City may do
the repair work, but will bill the owner for repair at current costs."
MOTION by Wier, second by Shirley to adopt the above changes. APIF, MOTION
CARRIED.
b. MOTION by Shirley, second by Wier that curb stop ties and operation will be
deferred until weather and soil conditions are suitable. APIF, MOTION CARRIED.
c. There was discussion of unusual hours for inspection. This is to be arranged
by administration.
d. The Public Works Director was directed to distribute meter wire in bulk to
plumbers to help eliminate some waste and labor cost for distribution.
e. There was some discussion of contracting inspections to be done by private
contractors, but City workers are to continue as has been done so far. Some
contacts will be made.
f. MOTION by Wier, second by Shirley to permit the Public Works Director to approve
full flow ball valves for use in meter installation basing his decision on
specifications provided by person or company wishing approval. APIF, MOTION
CARRIED .
g. A discussion about meter horns provided by persons or companies other than
the City was held. It was determined that meter horns must be purchased from
the City at present rates since this is the only approved meter horn. Further,
the quantity purchased allows the City to purchase so that the present price
can include the cost of inspection.
h. A plumber training session is planned for installing meters. The Board will
provide the coffee and a light lunch.
i. The public relations campaign was discussed. No action was taken at this
time.
5. A brief discussion of rates was held. One proposal was made, but it was decided
to take no action until all members were present.

City employees going into homes to inspect or do work on the water meters at a
