1. The meeting was called to order by Member Wier.
Members Present: Krueger, Wier.
Members Absent: Shirley.
Also Present: Finance Director Roland, Interim Engineer Mann.
2. MOTION by Krueger, second by Wier to approve the agenda as submitted. APIF,
MOTION CARRIED.
3. MOTION by Wier, sec?nd by Krueger to approve the minutes of February 24,
1997, with corrections (Change references to Interim Engineer Mann to Engineer
M'ark Rolfs). APIF, MOTION CARRIED.
4. MOTION by Krueger, second by Wier to approve a school and conference request
for Gerald Bauer, Tom Hemish and Ben VanBlarcom. APIF, MOTION CARRIED.
5. The proposed Main Street project was discussed. It was decided there was a
need for a 12 inch water main in this project. MOTION by Krueger, second by Wier
to approve the construction/replacement of water main on the Main Street project.
APIF, MOTION CARRIED.
6. Discussion took place on the Ash Street project, however, no action was
taken.
7. Estimated options for the proposed new water tower, as well as costs for the
site, a possible pumphouse and well were discussed. The estimated project cost
is approximately $2.14 million. Additional options will be discussed at a later
date. MOTION by Krueger, 2econd by Wier to approve an expenditure of $1500 for
additional soil boring and analysis. APIF, MOTION CARRIED.
8. MOTION by Wier, second by Krueger to direct staff to draft a letter to
construction workers regarding the use of the handrail on the present water
tower. APIF, MOTION CARRIBD. The letter was to indicate that no one would be
allowed to use the handrail or ladder on top of the tower since they were said to
be unsafe. It was the opinion of the Water Board that since Sprint had agreed to
bring all items to be used in antenna installation up to safety specifications,
they must correct the condition of the handrail and ladder or assume all risks
involved.
9. At this point in the meeting, a conference call to include Mr. Shirley, Mr.
Krueger, Mr. Wier, Finance Director Roland and the financial consultant was
arranged. The financial consultant gave information concerning bonding and costs
involved, as well as payback options. Finance Director Roland recommended
keeping present cash intact to be used to help pay for bonds as they come due.
MOTION by Wier, second by Krueger to adopt a resolution to sell bonds in the
amount of $2.14 million. The bonds are to have an option of early pre-payment.
The bond sale date was set for April 21, 1997. APIF, MOTION CARRIED. A special
meeting was set for April 21st to award the sale.
10. MOTION by Wier, second by Krueger to approve payment of bills in the amount
of $4,883.96. APIP, MOTION CARRIED.
11. There being no further business, the Board agreed to adjourn.
