WATER BOARD
REGULAR
JULY 28, 1997
1. The meeting was called to order by Chairman Shirley.
Members Present: Shirley, Wier, Krueger Engineer Mark Rolfs
2. Agenda approved as presented.
3. Minutes of meeting on June 23 were approved.
4. Water Reservoir Project was reviewed. A request for payment for lost crops by farmer Jay
Christensen was considered. Since this was on the right of way granted by land owner, it was
considered to be land owner's responsibility. Action tabled for further input.
5. The utility rates for comparison between NSP and Dakota Electric were considered. More
information is needed before making any decisions.
6. The water usage reports were received and reviewed. No action needed.
7. The water meter installation in homes without meters was considered. It appears that there is a
breakdown of communication concerning the rate for non-metered homes. This amount should be
$75.00 per month, not per quarter. The board had previously authorized the utility director to make
the needed contacts to install meters and make charges to pay for the installation. Meters are to be
paid for by users.
8. Considered interconnection with Empire Township. Since our information is that the height of their
water tower is considerably less than Farmington's, such a connection would not benefit
Farmington in any way. Therefore, if they wish to make such a connection, they will have to pay
all costs if they wish to make the connection. The board does not either favor or oppose the
connection.
9. The financial report was received. There was concern that the total payment for the antenna lease
had not been paid. Also, the capital expenditures for the summer of 1997 appear to be not planned
for use, so this should be set aside in a fund for future use. Discussion at next meeting about
communication received from Finance Director Roland concerning allocation of funds to be paid by
Water Board.
10. Regular bills for the month in the amount of $11,226.62 were approved as presented. Motion by
Shirley, second by Krueger. APIF, MOTION CARRIED
11. Meeting was adjourned.
