To: Farmington Water Board
I received a citation in the mail stating I was watering my lawn on April 27, 2004
at 1 :07pm. This information is incorrect. I have not watered my lawn at all this year. I
really don't understand how someone could see me watering when I wasn't. I will not
pay a fine when I am not at fault.
