MINUTES
WATER BOARD REGULAR MEETING
Monday, June 23, 2003
7:00 PM
Chair Shirley called the meeting to order.
Members Present: Shirley, Krueger, Jensen
Staff Present: City Engineer Lee Mann, Parks and Recreation Director Randy Distad, Public
Works Supervisor Bill Weierke, Bonestroo Engineer Mark Rolfs
Others Present: none
2. Agenda was approved as presented.

3. Motion by Shirley to approve the minutes of the May 27th, 2003 meeting seconded by Jensen.
APIF, motion carried.
4. Water Use Restrictions - Citation Appeals: No persons attended the meeting. Correspondence
reviewed, citations stand as issued.
5. Continued Discussion Items
a) Pump house #6 & #7 Update. Pump house #6 is to be operative soon, possible the fIrst week
of July. Capacity is 2100 gallons per minute. Operation will be manual until fall when Pump
house #7 is brought on line. Both will be automatic then.
b) Water Plan Update. Bonestroo Engineer Mark Rolfs presented a draft to update the Water
Supply and Distribution Plan. Discussion followed. Formal plan to be acted on at the July
meeting.
6.
New Business
a) Maintenance of future well house sites. Parks and Recreation Director Randy Distad
discussed the mowing and upkeep of lots. The usual fees will apply and the Water Board will
be billed. Motion by Krueger to approve the plan, seconded by Jensen. APIF - motion
carried.
b) Security lighting at Daisy Knoll Water Tower. Staff has received complaints of cars and
traffic on the road leading to the tower and inappropriate activities at Daisy Knoll Park in the
evening hours. City Engineer Lee Mann to get cost estimates to install a gate to prevent
unauthorized vehicles and to install a security lighting system at the tower that would help light
Daisy Knoll Park.
c) Water Restriction Enforcement Update. Board and staff discussed enforcement procedures
and problems. The subject of children using water toys (slides, fountains, etc.) was
acknowledged and that they are permitted anytime when being used. However, the use of a
regular sprinkler must adhere to regulations. City Engineer Lee Mann could not recall any
citations being issued for that type of violation. City Engineer Mann to continue to monitor the
situation.
7.
Approve Bills - Motion by Krueger, to approve bills and authorize payments totaling
$17,847.44. Seconded by Shirley. APIF, motion carried.

City Engineer Mann had to leave meeting to attend another meeting at 7:30 pm.

Financial Report- received and accepted.
9.
Open Forum. There was nothing under open forum.
10. Meeting adjourned at 7:45 PM. Next meeting on Monday, 28th of July, 2003 at 7:00 PM.
