Chair Shirley called the meeting to order. Members Present: Shirley, Krueger, Jensen Staff Present: City Engineer Lee Mann, Public Works Supervisor Bill Weierke, Public Works Administrative Assistant Lena Larson Others Present: Steve Gifford, Michael Cummings, Sarah and Sean Fredricks, Greg Blandin Agenda was approved as presented. 2. 3. Motion by Shirley to approve the minutes of the June 23, 2003 meeting seconded by Krueger. APIF, motion carried. 4. Water Use Restrictions - Citation Appeals: a) Kathy Nelson for Rachel & Andrew Benish, 18892 Eaglewood Trail: Not in audience. Correspondence reviewed, citation stands as issued. b) Steve Gifford, 19270 Evenston Drive: Mr. Gifford stated that he would have appreciated a warning. Commissioner Krueger stated that warnings were only given the first year of the Water Use Policy. Commissioner Shirley stated that the purpose of the water restrictions is to fulfill conservation requirements from the State and to ensure adequate water supplies given the growth of the community. Appeal reviewed, citation stands as issued. c) Justin T. Amick, 608 9th Street: Not in audience. Correspondence reviewed, citation stands as issued. d) Michael Cummings, 19635 Excel Court: Mr. Cummings was adjusting his sprinkler ranges (at 5:35pm) before he went to work so his wife could turn it on again after he went to work. Appeal reviewed, citation stands as issued. e) Sarah Fredricks, 19060 Everest Trail: Sean Fredricks stated that as new residents they weren't aware of the water use restrictions and there is a lot of information to learn. Appeal reviewed, citation stands as issued. f) Christal Liberatore, 18841 Easton Avenue: Not in audience. Correspondence reviewed, citation stands as issued. g) Vermillion Grove Development: Request from Michael Noonan at Rottlund Homes to clarify how citations are issued in multi-family complexes. It was determined by the Water Board to issue citations per building rather than per unit. 5. Continued Discussion Items a) Pump house #6 & #7 Update. Pump house #6 should be back on line III August. Motion by Krueger, second by Jensen to authorize the preparation of a report on alternative 5-year capital improvement programs to be used as an analysis tool. APIF - motion carried. 6. New Business a) Charleswoods Townhomes sprinkler schedule: A deviation from the odd/even policy was requested due to irrigation system being designed to water per building rather than per address. Watering plan approved by engineering was received. b) Vermillion Grove Townhomes sprinkler schedule: A deviation from the odd/even policy was requested in order to water lawns according to Phases. Watering plan approved by engineering was received. . c) East Farmington Homeowners Association, Round-About Irrigatiou, Fountain & Maintenance Issue: The water fountain in the traffic circle area of East Farmington does not have a water meter and it drains to the storm sewer. City Engineer Mann explained that it had been city staffs understanding that the fountain! traffic circle area in East Farmington would be maintained by the homeowner association. He also stated that Mike Kojetin, of Laukka Management, understood that the City would bill the homeowners association a flat quarter fee for water if the association maintained the fountain. City Engineer Mann did not recall this, nor did other staff that he spoke with. The fountain is in City right-of-way and per Greg Blandin, spokesperson for the association, the association would like the City to pay for the meter and installation of the meter in return for the association maintaining the grass around the fountain and taking care of the trees. They would also like the Water Board to consider continuing to bill a flat fee. Commissioner Jensen expressed concern about the fountain constantly draining into the storm sewer. Commissioner Shirley inquired about the cost of the meter. Per City Engineer Mann, the cost of a meter is $265.00. Commissioner Shirley suggested the possibility of the association paying per gallon and waiving the base fee which covers water testing and other items already covered in the East Farmington residents utility bills. Commissioner Krueger stated that if a meter were installed the water should be billed per usage rather than a flat fee. Motion by Shirley to table the item until the August 25 meeting, second by Krueger. APIF, motion carried. 7. Approve Bills .- Motion by Krueger, to approve bills and authorize payments totaling $67,274.00. Seconded by Shirley. APIF, motion carried. 8. Financial Report- received and accepted. 9. Open Forum. a) The 4th and 5th Street portions ofthe Main Street Project will be starting soon. . b) An estimate for security lighting at the Daisy Knoll water tower from Kelly Electric was $3,000.00, not including any welding necessary. An estimate for a barrier gate installed from Midwest Fence ranged from $700.00 to $1,800.00. c) A request from Mayor Ristow was received by City Engineer Mann to ask the Water Board to consider new ways to make the Water Use Policy and enforcement of the policy work better. The Water Board agreed to discuss various possibilities with the Mayor at a future meeting. . . .
