Apparently I was cited for having watering my grass at 1:43 P.M. I contest this citation because this did not happen. I stand my ground on this because I received a citation for having my water on August 12th, which I take responsibility for. However, instead of giving out tickets on the frrst offense, warnings should be delivered. After all, ~ 4 and 5 year old do not understand about water bans, as in this case. On August 1 gth when I was cited again, I was home in my kitchen waiting for an appointment to show up. The reason I was waiting is because whenever I have someone out to my house, they almost always show up at the house that is on the comer across from my house they then call me from their mobile phone and tell me that they are in my driveway. I have to run outside and yell for them to come across the street. Their address is the same as mine. It may not sound confusing to you, but in all honestly it happens all the time. That particular house is on the comer of Embry Lane which then changes into Echo Lane. We have had our mail delivered there, lawn service there; packages from UPS delivered there, my special order screen door etc. While I was talking to Lena on August 21st. the house across the street, 19021 Embry Lane was watering their grass. Their grass is beautiful! This was done before 6:00 P.M Another example of confusion, I have observed the Fed Ex man come up from the hill and go directly to that house on the comer. He was delivering a package that was meant for my husband that was a COD for his business. Luckily I knew about the package, sent him to my house and we didn't disappoint one of our customers. I spend a lot of time in my kitchen. I keep an eye on my kids when they are out there playing. I have to, the cars that come by are often exceeding the speed.limit. I am afraid for their safety. Once when I reported the speeding cars to the Police, I was told not to have my kids play in the road. We have no side walks! I have left a voice mail about getting an address changed. I am afraid that with 3 children, if there were a medical emergency, would I have to stand out on my front lawn and direct an ambulance to the correct house? After all, we have been woken from sound sleep around 1-2 AM from pounding on the door for the people across the street. For.a1l of these reasons, I stand my ground on the day in question. I did not have my water on. I may be a stay -at-home mom, but I am not stupid. I watch what I spend, and believe me, I would not give any more to the city that I have to. . I would like to contest this citation. On this same day I turned the sprinkler on before I left for work in an attempt to save my reseeded lawn. At 9:45 am I called home to remind my sixteen year old daughter to shut the water off. She did, as she confirmed when I called back later. I truly do not know how or why my sprinkler was on, if indeed it was. I was at work through out the day, and my daughters assure me they did not turn it back on. The water ban has been very clear to me, and I respect it carefully while attempting to maintain a lawn and flower gardens. The girls did have friends drop by, who cannot remember now just what they did on that specific day. I do not wish to spread or convey blame -I simple know that we are very vigilant to adhere strictly to the ban. No one in my household was aware that it was on or would have used it at 1 :30 pm. We live in Prior Lake and do not have city water so we did not know about the water use policy in your city. We built a new house in Farmington and put in a couple of rows of sod in order to remove the silt fence. We were watering this new sod when the citation was issued. The first citation was issued on 8/11/03, but I did not receive it until 8/23/03. The second citation was issued on 8/13/03 which I did receive with-in a few days. We immediately started to follow the water use policy. If! had been notified on 8/11/03 we would not have received a second citation. I do not think it is fair to issue a second citation when it took twelve days for us to get the first notice. If something was posted at the house maybe on the front door we would have shut off the water on 8/11/03. Thank-you for your review, and I will await your determination. We moved to Farmington on August 14,2003 and I already feel unwelcome in the town. When I called to set up garbage services I was told about the odd/even watering restriction. It was not mentioned that there were also certain hours that are restricted. I was told that I would get a Welcome packet that would explain the rules/ordinances ofFannington. After calling up Information (Brandi), I was advised that we were given a water use citation on June 12th, 5:30 pm for watering. I was faxed a copy of the citation. This was the fIrst time I saw the citation. I would like to contest this citation on the following grounds: 1. I have my automatic sprinkler system set to water from in the morning from 6:00 am and in the afternoons, from about 7:00 pm. 2. Last June, I was even trying to save on water and had set my sprinkler system on only during the mornings. On Friday, August 2200, lreceived a citation for watering during the banned hours of 12PM-6PM. It was issued at 2:35PM. This was the first citation issued to our address this calendar year. My grievance with this citation is: I was not home at the time if issue. Jurik sod, however, was on-site installing sod in our front and side yard. I can only assume that they were checking the sprinkler heads for proper clearance after the sod was laid. Jurik was contracted through our builder, DR Horton, to install the sod. I have spoken to the Jurik sod, they advised me to ask the city for an exception in this case. I understand and follow the watering guidelines setup by the city, but can not except the citation issued for the previously mentioned reason.
