MINUTES
WATER BOARD REGULAR MEETING
Monday, September 22, 2003
7:00 PM
1.
Chair Shirley called the meeting to order.
Members Present: Shirley, Krueger, Jensen
Staff Present: City Engineer, Lee Mann; Public Works Administrative Assistant, Lena Larson
Others Present: Teresa Hucks, Joel Hanson, Max Guzman
Agenda was approved as presented.

Motion by Krueger to approve the minutes of the August 25,2003 meeting seconded by Jensen.
APIF, motion carried.
4. Water Use Restrictions - Citation Appeals:
a) Catherine Davids, 19021 Echo Lane: Not present. Correspondence reviewed, citation stands
as issued.
b) Sheri Costa, 5164 Upper 183rd Street: Not present. Correspondence reviewed, citation stands
as issued.
c) Robert Evens, 5471 187th Street: Not present. Correspondence reviewed, citation stands as
. issued.
d) Jeannie Hill, 621 Oak Street: Not present. Correspondence reviewed, citation stands as
issued.
e) Shayne Fox, 5466 189th Street: Not present. Second citation was issued before the first
citation was received in the mail by Mr. Fox. Motion by Krueger, 2nd by Shirley to waive the
2nd fine. Voting in favor: Shirley, Krueger Opposed: Jensen Motion carried.
f) Kurt and Barb Anderson, 19295 Dunbury Avenue: Not present. Correspondence reviewed,
citation stands as issued.
g) Maximo M. Guzman, 19864 Executive Path: Mr. Guzman believes that he was not watering,
as his irrigation system is set to run only in the morning and in the evening at the appropriate
times. The Water Board tabled the matter to consult with staffthat issued the citation.
h) Paul & Tonia Tutewohl, 5265 198th Street: Not present. Correspondence reviewed, citation
stands as issued.
i) Theresa Hucks, 601 Walnut Street: It was a children's toy, but children were not present.
Citation stands as issued.
j) Joel Hanson, 20302 Enright Way: He did not knowingly violate, it was actually Jirik: Sod that
. was testing his sprinkler heads after installing sod. Citation stands as issued.

a) Pump house #6 & #7 Update: Well #7 is working fine, but Well #6 is currently not in
operation.

b) Water Use Policy Promotion: Staff was directed to purchase promotional items for
distribution in the bills, new resident packets and at special events in an amount not to exceed
$11,000. The Water Board determined this amount after deciding to use an amount similar to
the revenue collected in fines to increase promotion of the Odd/Even, No watering noon to 6pm
Policy.
6. New Business
a) Pollution Prevention Day Report: Pollution Prevention Day was held on Friday, September
12,2903. One of the sessions was the MN Science Museums "Water" program. Commissioner
Shirley was able to attend one of the sessions of "Water" and thought it was a valuable
program. The feedback from the event received so far has been very positive.
7. Approve Bills - Motion by Krueger, to approve bills and authorize payments totaling
$34,955.54. Seconded by Shirley. APIF, motion carried.
8. Financial Report- received and accepted.
9. Open Forum.
a) . Joel Jamnik, City Attorney, is researching the Water Board's authority over private wells.
b) Tom Jensen was appointed as liaison to the V A process.
10. Meeting adjourned at 8:15 PM. Next meeting on Monday, October 27th, 2003 at 7:00 PM.
