MINUTES WATER BOARD REGULAR MEETING Monday, November 24,2003 7:00 PM Chair Shirley called the meeting to order. Members Present: Krueger, Jensen Member Absent: Shirley Staff Present: City Engineer, Lee Mann; Administrative Assistant, Lena Larson Others Present: none 2. Agenda was approved as presented. 1. 3. Motion by Krueger to approve the minutes of the October 27, 2003 meeting seconded by Jensen. APIF, motion carried. 4. Water Use Restrictions - Citation Appeals: a) Robert Dickinson, 18801 Dupont Way: Reviewed, no action taken. 5. Continued Discussion Items a) Water Policy Promotion - signs: Motion by Jensen to install water policy signs underneath "winter parking" signs, second by Krueger. APIF, motion carried. Staffto bring draft of . sign design to next meeting. b) Water Use Restriction Proposed Notification Change: It was proposed to notify properties receiving citations and not responding within 10 days with a letter stating that in the absence of payment or appeal, the fine is being added to their utility bill. 6. New Business a) Proposed 2004 Water Conservation Education Plan: Administrative Assistant Larson presented the plan and explained changes from 2003 Plan. The plan was reviewed and accepted. b) Ash Street Resolution: Motion by Krueger to approve Resolution R83-03 passed by the City Council at the November 17, 2003 regular Council meeting; ordering the project and authorizing the preparation of plans and specifications for Project 93-1, Ash Street Area Improvements. Seconded by Jensen. APIF, motion carried. 7. Approve Bills - Motion by Krueger, to approve bills and authorize payments totaling $29,572.48. Seconded by Jensen. APIF, motion carried. 8. Financial Report- received and accepted. 9. Open Forum. . a) Engineer Mann conveyed that there had been some comments regarding the use of funds on promotional items advertising the City's Water Use Policy. The Board feels that an investment in promoting the policy and educating the City's water customers is a good use of . . .
