As we discussed this morning on the phone, I'm writing this email.to
contest in writing. why I shouldn't have to pay the $25 fine.
Yesterday afternoon. we bought a couple Lilac bushes for the front yard,
and Immediately planted them. Shortly after. I turn the sprinkler on. to
make sure they got enough water. Shortly after. I noticed the citation
attached to my front door. Here are the main reasons for my contest:
1) The new bushes need to be water immediately. otherwise to will die
2) I didn't need to water the lawn, since the excess rain had been doing
a good job at it
3) I didn't realize there is water restriction since:
I) We been having a lot of rain, to the point that my back yard was
flooded last week ( ask Eng Matt S. about it)
II) Summer has not officially started yet (June 22nd)
III) Even if there were water restriction, I was on an even day (6/12).
Didn't realize the portion that no water in the afternoon
For all the above reasons and more, I wish the water board to be kind
enough, and remove the citation

The penalty for violating the Water Use Restrictions Policy is $25 for the first offense in a calendar year
and $50 for each subsequent offense in the same calendar year. You have ten (10) business days from the
issuance of this notice to remit the penalty set forth below. If you wish to contest this citation, you must
request, in writing, an administrative hearing before the Farmington Water Board within ten (10) business
days.
Your penalty for this violation of the Water Use Restrictions Policy is:
X $25 - First offense in calendar year
$50 - Second and subsequent offenses in calendar year
Failure to pay the penalty imposed or request an administrative hearing within ten (10) business
days will result in the penalty amount being applied to your City utility bill.
I understand that by paying this penalty I am admitting to violating the City's Water Use Restrictions
Policy_ I also understand that I have a right to an administrative hearing and I waive that right.

Dear Fwnlln~on Water Board Members:

1 am writing this letter on behalf of the Sherbourne Deckhomes Association wishing to
contest the citation that was assessed to the association. The citation was issued on May
30, 2002, to the deckhomes on English Ave for $50.00 for two complexes watering
between the hours of noon & 6:00 P.M. (I have included a copy of the citation). The
grounds in which we are contesting the fme are that we were not aware of the updated
policy for the City of Farmington, the association was running the sprinklers during the
day time to help establish new seed that had been planted, and we were un-aware we
needed a j>ennit. VVe would like to have this fine waived. VVe now know what the new
restrictions are for watering and we have re-set the sprinkler boxes so they do not run
during the day time.
We also would like the Farmington Water Board to issue a variance in regards to the
odd/even watering days for the Sherbourne Deckhomes Association. The sprinkler
system was installed in 1995-1996 and the sprinkler zones were set-up to run both on
even & odd numbered units (I have included a colored copy of the sprinkler system lay-
out). VVe could change the sprinkler system lay-out, but it would cost thousands of
dollars and would require damage to most of the lawns at Sherbourne Deckhomes
Association. VV e hope the water board can grant a lifetime variance for Sherbourne
Deckhomes Association. We are willing to listen to any ideas you may have in regards to
the amount of days that we can water during the week.
