REGULAR WATER BOARD MEETING

1) Call to Order: The meeting was called to order at 7:00pm by Chair Krueger.
2) Approve Agenda: The agenda was approved as presented.
3) Approve Minutes - March 22, 2010: Motion by Krueger, second by Jensen to
approve the March 22,2010 minutes. APIF, motion passed.
4) Water Use Restriction Citation Appeals
a) Greg Gulseth, 18592 Elgin Ave.: not present, citation stands as issued.
5) Continued Business
a) Well Maintenance Updates (Wells #1 & #6) - Engineer Schorzman stated that
the maintenance on both wells is progressing nicely.
b) Daisy Knoll Water Tower Repair- The repairs are starting on Wednesday.
6) New Business
a) Watering Restrictions Enforcement discussion - The Board determined that
water restrictions should be enforced in the same manner as 2009 and should
begin as soon as the Community Service Officer is able, at the discretion of the
City Engineer.
b) Discuss Project Inspection Costs - Engineer Schorzman gave the Board an
update on how project inspection costs for City staffwill be billed based on a
recent decision by the City Council. On past projects, all project costs including
inspection have been included in the bonding for the project. On the Walnut
Street/5th Street project, instead of being included in the total bonding amount,
costs associated with City staff inspection will be taken out of the currently
budgeted areas (General Fund, Utility Funds), and reallocated to the project. This
will result in an additional cost to the Water Fund for the project.
c) Wellhead Protection Grant Application - Engineer Schorzman informed the
Board about a grant opportunity through the Minnesota Department of Health
that he submitted an application for on behalf of the City. The grant would award
up to $10,000 for wellhead protection activities, including public education and
developing an accurate well inventory.
7) Approve Bills - Motion by Krueger, second by Jensen to approve the bills in the
Water Board Minutes
April 26, 2010

amount of $27,655.61. APIF, motion passed.
8) Open Forum
a) There were no items for Open Forum.
9) Adjourn: Motion by Krueger, second by Jensen to adjourn at 8:11pm. APIF,
motion passed.
