REGULAR WATER BOARD MEETING
Monday, July 26, 2010

1) Call to Order: The meeting was called to order at 7:00pm by Member Krueger.
2) Approve Agenda: The agenda was approved as presented.
3) Approve Minutes - June 28, 2010: Motion by Jensen, second by Maguire to
approve the minutes of June 28, 2010. APIF, motion passed.
4 ) Water Use Restriction Citation Appeals
a) Don R. Bautista, Sr., 19134 Evenston Dr. (continued from June 28): This appeal
was from the June meeting. The Water Board reviewed the details and
determined that the citation would stand as issued.
b) Top Notch Properties - Vermillion Grove Townhomes: Not present,
correspondence reviewed, citation stands as issued.
5) Continued Business
a) Water Meter Reader Conversion Update - Municipal Services: There are 13
meters that have not been upgraded to the Orion. The water has been shut off at
10 of the 13 properties and will replace the meter once those properties are
occupied. Three properties, which have refused two certified letters, are being
surcharged $150 per month.
6) New Business
a) Water Conservation Demonstration Projects - Natural Resources: Engineer
Schorzman stated that the Vermillion River Watershed has $40,000 in grant
money for water conservation demonstration projects using storm water for
irrigation instead of ground water. If any projects are proposed, he will inform
the Water Board.
7) Approve Bills - Finance: Motion by Krueger, second by Maguire to approve bills
in the amount of$31,725.39. APIF, motion passed.
8) Open Forum
a) Engineer Schorzman distributed the well pumpage report. There have been 35
water use citations issued to date.
b) Engineer Schorzman gave an overview of the City's 2011 budget situation. The
payments for the bond for the Spruce Street Extension Project will increase in
2011 and will add stress to the budget. A possible short-term solution could be
an internal fund loan. If this solution is being considered, and if the water fund is

being considered as a source for the loan, the Water Board is open to discussing
a loan from the Water Fund to the General Fund, however, they have
reservations and would like to have a workshop with the Council prior to a
decision being made.
Adjourn: Motion by Krueger, second by Jensen to adjourn the meeting at 8:53pm.
