City Engineer MINUTES REGULAR WATER BOARD MEETING Monday, April 27, 2009 7:00 PM Council Conference Room 169 City Hall · 430 Third Street · Farmington, MN Jeff Krueger, Allan Maguire, Tom Jensen none Kevin Schorzman, City Engineer; Robin Roland, Finance Director; Bill Weierke, Public Works Supervisor; Lena Larson, Municipal Services Coordinator none 1) Call to Order: The meeting was called to order by Member Krueger at 7:00pm. 2) Approve Agenda: The agenda was approved after Engineer Schorzman suggested moving 7) Approve Bills to 5). 3) Approve Minutes - March 23, 2009: Motion by Jensen, second by Maguire to approve the March 23 minutes. APIF, motion passed. 4) Financial Report - Finance: Finance Director Roland presented financial information from the first quarter of 2009 and the 2008 Financial Report. 5) Approve Bills: Motion by Krueger, second by Maguire to approve bills in the amount of $73,234.41. APIF, motion passed. 6) Continued Business a) Reroofing Well #5 -Municipal Services - Public Works Supervisor Weierke received two quotes for re-roofing. Quotes received were from Elite Exteriors and Crest Exteriors. Each quote included a price for asphalt shingles and steel shingles. The Water Board requested additional information on steel shingles at the next meeting. b) Update on Well #5 Repair - Engineering - Engineer Schorzman explained that in the last nine years the bottom of the well has gone from 512 feet deep to 448 feet deep; however, it is not pumping sand. The Water Board decided to wait two years and see if the bottom of the well changes before having it bailed. The total cavity was originally 1150 cy and 95' deep. The steel column shaft and pipe badly need to be replaced. He is waiting for information on the retaining wall. Public Works Supervisor Weierke stated that the gutters were installed. 7) New Business a) Outdoor Water Use Policy Enforcement: After options were discussed, a motion was made by Member Krueger and seconded by Maguire to hire a part- time seasonal position to do water enforcement 16-20 hours per week from Memorial Day through September 15. APIF, motion passed. b) Consulting Engineer Discussion: The Water Board has the ability to hire a separate consulting engineer. Water Board Minutes April 27, 2009 Page 2 of2 c) Meter Tampering Discussion: Engineer Schorzman presented a survey with various options. The Water Board requested that he draft a policy for their review at the May meeting, preferably with a financial penalty for tampering with meters. d) 2008 Consumer Confidence Report: The report will be included in The Bridge, that will be mailed to residents and businesses before May 1. 8) Open Forum a) Public Works Supervisor Weierke stated that Glenn Mogensen is coming to the end of his term as the full-time Water Board employee and Bob Zwart will be taking it over for the next year. Glenn did an excellent job. b) Municipal Services Coordinator Larson stated that the Odd/Even message is now up on the billboard on the east side of Pilot Knob Road heading north and will run through June.
