MINUTES
REGULAR WATER BOARD MEETING
Monday, October 22, 2007
7:00 PM
Farmington City Hall, Conference Room A

1. Member Krueger called the meeting to order at 7:00pm.
2. The agenda was approved.
3. Motion by Krueger, second by Maguire to approve the minutes of August 27,2007.
Voting in favor, Krueger and Maguire. Jensen abstained. Motion passed.
Motion by Jensen, second by Krueger to approve the minutes of September 24,
2007. Voting in favor, Jensen and Maguire, Krueger abstained. Motion passed.
4. Water Use Restriction Appeals
a) Dale & Tammy Scheffler, 5189 203rd Ct. W.: correspondence reviewed, citation
stands
b) Bonnie Anderson, 19872 Escalade Way: correspondence reviewed, citation
waived
5. Continued Business
a) Well #8 Update - Verbal update was given by Director of Public Works/City
Engineer Mann - Well #8 is operational, there are a few punchlist items that the
contractor is finishing up.
b) Water Use Policy Enforcement & Restructuring Penalties - There was discussion
about how other communities are structuring their penalties and enforcing water
use policies/restrictions. A motion was made by Krueger to keep the penalty for
the first offense at $25, the second offense will be $50, and the 3rd and
subsequent offenses will be $100. Ifit becomes necessary to institute a complete
ban, all fines will double. Maguire seconded the motion. APIF, motion passed.
6. New Business
a) Consider Water Rate Increase 2008 -.FinanceDirectorRolandexplai~~~~e
proposed rate increase. She recommendedchangingtl1~preal<.poil1,t~~~~;t'ltl1~
first rate and the second rate from 25,000 to 20,000 because that is the current
average household usage during the winter quarter. The Water Board would like
to explore a fee system with three tiers, breaking at 20,000, 35,000 and 50,000.
Finance Director Roland will bring an analysis of the impact a tiered rate system
would have to the November meeting.

7. Approve Bills - Motion by Krueger, second by Maguire to approve bills in the
amount of$58,125.90. APIF, motion passed.
8. Financial Report - Finance Director Roland presented the Finance Report.
9. Open Forum
a) Director of Public Works/City Engineer Mann stated that the December meeting
falls on 12/24/07. Member Krueger said they will consider moving or canceling
the December meeting in November. Finance Director Roland reminded the
Board that if November is the last regular Water Board meeting of 2007, that it
will be Director of Public Works/City Engineer Mann's last meeting in his
current position.
b) Director of Public Works/City Engineer Mann explained that upon his leaving,
the Public Works and Engineering divisions will be made into separate
departments. Assistant City Engineer Schorzman will be Acting City Engineer
until a regular replacement is hired.
10. Adjourn. Motion to adjourn at 7:50 by Maguire, seconded by Jensen.
